摘要
村干部是乡村振兴中组织振兴和人才振兴的重要组成部分。本研究以广东617名新换届村干部为研究对象,构建了广东村干部胜任力模型,并对其进行了分析,研究发现,新换届村干部普遍较为年轻、学历较高,愿干事、敢担当,这些关键要素直接体现在对乡村振兴政策熟悉度、学习态度、政策解读能力、信息化应用能力,均值均能达到4分以上;组织策划能力、沟通协调能力、乡村文化建设、管理学基础等有了明显的提升。但是,新当选村干部对基层党建熟悉度、农村基建、农村社会治理、农民纠纷处理能力、农村土地政策及利用、农村规划基础、农村产业发展、农村法律基础、农村财务与金融整体较弱,还有待进一步提升,并对此提出了相关的培训提升建议。
Village cadres are an important part of organizational and talent revitalization in rural revitalization. This study took 617 newly elected village cadres in Guangdong Province as the research object, constructed a competency model of village cadres in Guangdong Province, and analyzed it. It was found that the newly elected village cadres were generally young, highly educated, willing to work and dare to take on responsibilities. These key elements were directly reflected in their familiarity with rural revitalization policies, learning attitude,policy interpretation ability, and information application ability, with an average of more than 4 points;The organizational planning ability,communication and coordination ability, rural cultural construction, and management foundation have been significantly improved.However, the newly elected village cadres’ familiarity with grass-roots party building, rural infrastructure, rural social governance, farmers’ dispute handling ability, rural land policy and utilization, rural planning foundation, rural industrial development, rural legal foundation, rural finance and finance as a whole are weak, and need to be further improved, and put forward relevant training and improvement suggestions.
