摘要
数字技术应用是政府体制机制创新的重要动力。在技术与组织关系维度,已有研究或基于“技术决定论”主张数字技术对科层组织的激进影响,或基于“科层规制论”强调科层惯性对数字技术效应的制约。浙江省“三张清单”数字化改革的案例显示,数字技术应用与科层组织形态之间呈现动态的双向互构关系。数字技术应用通过对政府需求、流程规范、权力关系的三重嵌入,在赋能政府的同时引发其内部运行的调适难题,政府因而寻求体制机制创新予以应对,形成“由横到纵”的政府平台化与“调适性协同”的协作矩阵两种新型组织形态。同时,政府组织形态变迁也对数字技术应用产生反作用,体现为对技术深度应用环境与动力的重构。这一研究发现为理解数字时代技术与组织的关系提供了新的理论解释。
The application of digital technology is an important driving force for the innovation of the system and mechanism of government operation. From the perspective of the relationship between technology and organization, recent research focuses either on the radical impact of digital technology on bureaucratic organizations or the limitations of bureaucracy on the application of digital technology. The Three Lists digital reform conducted by Zhejiang Province shows that there exists a relationship of mutual construction between digital technology application and the form of bureaucratic organization. Through the embedding of need, process and norm, and power, the application of digital technology not only empowers government, but also causes certain adjustment problems in the internal operation of local government. In response, government seeks the innovation of the tridimensional government platform and adaptive collaboration matrix. In addition, the organizational form of local governments also has a counter-effect on digital technology, which is reflected in the transformation of the dynamic and environment of in-depth technology application. The finding provides a new theoretical explanation for understanding the relationship between technology and organization in the digital era.
