义务教育均衡发展政策变迁——基于Nvivo11.0的政策文本分析

随着基础教育的全面普及,推动义务教育的均衡发展成为基础教育阶段发展的重要战略任务。各地在推动区域内义务教育均衡发展过程中,除了强调教育资源配置的有效性和均衡性,更加重视义务教育质量的提高。笔者以近20年来颁布的483份公开的义务教育均衡发展政策文本为研究对象,运用Nvivo11.0等分析软件,从义务教育均衡发展政策文本颁布的时间与数量、政策内容结构、政策颁布的主体等方面进行政策文本内容的质性研究,考察义务教育均衡发展、政策演进脉络和政策内容的主要价值取向,加强政府政策在义务教育阶段的助推器作用,思考政府在不同时期推动义务教育均衡发展方式转变和价值引领的角色定位。

With the comprehensive popularization of basic education,promoting the balanced development of compulsory education has become an important strategic task for the development of basic education.In the process of promoting the balanced development of compulsory education in the region,all localities not only emphasize the effectiveness and balance of the allocation of educational resources,but also pay more attention to the improvement of the quality of compulsory education.This paper takes 483 public compulsory education balanced development policy texts issued in the past 20 years as the research object.By using nvivo11.0 and other analysis software,the qualitative research on the content of the policy text is carried out from the time and quantity of the issuance of the policy text for the balanced development of compulsory education,the structure of the policy content and the subject of the policy issuance,to investigate the evolution of the policy for the balanced development of compulsory education and the main value orientation of the policy content,and to strengthen the role of the government policy as a booster in the stage of compulsory education,Think about the role of the government in promoting the transformation of the balanced development mode and value guidance of compulsory education in different periods.
