摘要
为进一步推进河湖治理,尤其是破解四川省小流域治理难题,采用个案研究的方法,以乐至县为例,从流域治理公众参与制度化实践的角度,通过分析“技术河长”制度的模式归纳出其重要举措,结合其他地区的相关经验,对进一步优化“技术河长”制度提出了对策建议。本文认为,“技术河长”是现行河长制的重要补充,一方面它提供了一种小流域精细化治水模式的样本,另一方面也促进形成了政府、企业、社会组织和公众共同参与的多元化治理模式。下一步应加强“技术河长”政策配套,突出技术支撑的科学系统性,完善管理机制,进一步强化其与政府、企业、公众等各类主体的关系耦合。
In order to further promote river and lake governance,especially to solve the problem of small watershed governance in Sichuan Province,this paper takes Lezhi County as an example,analyzed the model of technical river chief system and summarized important measures.On this basis,combed with experience in other regions,this paper put forward countermeasures and suggestions for further optimization of the technical river chief system.This paper proposed that the technical river chief is the supplement of river chief system,which provides a sample of a refined water treatment model for a small watershed and promotes the joint participation of government,enterprises,social organizations and the public in water environment treatment.Next step,we should improve support policy of the technical river chief,strengthen the scientific and systematic technology support,improve management system and further strengthen the relationship between the government,enterprises,the public and other subjects.
