刍议我国环境影响评价研究现状、存在的问题及对策

On the Present Situation,Existing Problems and Countermeasures of Environmental Impact Assessment Studies

本文以我国环境影响评价为研究对象,针对其发展问题提出解决对策。首先,本文分别从我国环境影响评价的区域环境影响评价、战略环境影响评价、累积环境影响评价等三个方面,就我国环境影响评价的发展状况进行简单分析。随后,针对我国环境影响评价应用逐渐暴露出的在法律法规体系、公众参与以及工作人员专业素质水平等方面的问题进行全方位的研究。最后,针对我国环境影响评价应用面对的发展机遇,提出了相关法律体系、标准体系持续完善、公众参与制度的调整以及工作人员专业素质水平三项环境影响评价发展对策。

This paper takes our environmental impact assessment as the study object,and puts forward some solutions to its development problems.First of all,this paper briefly analyzes the development of environmental impact assessment in three aspects:regional environmental impact assessment,strategic environmental impact assessment and cumulative environmental impact assessment.Then,an all-round study was made on the gradually exposed problems in the legal system,public participation and staff professional quality level of environmental impact assessment.At the end of the paper,in view of the development opportunities facing the application of environmental impact assessment,three development countermeasures are put forward:the continuous improvement of the legal system standard system,the adjustment of the public participation system and the professional quality level of the staff.
