摘要
改革开放以来,中国人口流动规模不断增大,“乡土中国”向“流动中国”的转变势不可挡。进入新时代,在两个大局的双重叠加和相互激荡下,中国教育呈现四种新的流动趋势:从出国留学向国内就学的流动、从体制外就学向体制内就学的流动、从乡村就学向城镇(县城+都市圈)就学的流动以及毕业生从低收入群体向中等收入群体跨越的流动趋势。中国教育的四大流动趋势实际上是对教育资源体系的大调整,深刻塑造和改变着当前中国的教育版图,使国际与国内、国家与市场、城镇与乡村以及不同阶层之间展开了复杂的互动和博弈,对中国教育发展带来诸多新挑战。为此,通过探索人才“在地”双培养模式、优化支撑公共教育的服务体系、构建圈层融合的城乡教育发展新格局、提升人力资本水平和竞争力措施,为建设社会主义现代化强国提供有力的人才支撑。
Since the reform and opening up,the scale of China’s migration has been increasing,and the transformation from“rural China”to“floating China”is unstoppable.Entering the new era,The Overall Situation brings the Chinese four new mobile trends.Firstly,Students in China will study from the foreign schools to the domestic schools.Secondly,Students will study from the private school to the public school.Thirdly,more and more students will study from the countryside school to the school in cities(including city circle)and towns.Lastly,graduates in growing numbers will leap from low-income groups to middle-income groups.In fact,the four mobility trends of Chinese education are the great adjustment of the educational resource system,which profoundly shapes and changes the current education map of China and brings great challenges to the education governance.To cope with the new pattern of China’s education mobility,and constantly promote higher level of education governance innovation,we are supposed to strive to adopt the double training talent mode;improve the basic public education service system;construct a new pattern of urban and rural education development;and improve the level of human capital.
