摘要
在互联网社会与风险社会双重背景下,公众互联网使用经由风险的社会放大效应影响风险感知,探究互联网使用对风险感知的影响机制对政府风险治理具有重要意义。本文采用2017年中国社会状况综合调查数据,从差异化人际信任视角通过OLS与工具变量法(IV)探讨了互联网使用强度对公众风险感知的影响及差异化人际信任在其中发挥的间接效应。结果表明,互联网使用强度会增强公众风险感知水平,差异化人际信任均能够降低公众风险感知,公众与陌生人形成了“弱信任”,与亲近人与周围人形成了“强信任”。机制分析表明,特殊信任与普遍信任在间接效应中表现为遮掩效应,一般信任发挥部分中介作用。基于此,政府部门可通过加强多主体网络空间治理,通过增进社会融合构建公民社会以提升普遍信任,通过家风建设、公众教育等加强特殊信任与一般信任,最终降低公众风险感知水平,实现有效的风险治理。
In the context of the Internet society and risk society,the public Internet uses the risk social amplification effect to affect the risk perception,and explore the mechanism of impact on the Internet is of great significance.This article adopts comprehensive survey data of China’s social status in 2017.From the perspective of differentiated interpersonal trust,it discusses the impact of the intensity of the Internet on the public risk perception and differentiated interpersonal trust in it through the perspective of differentiated interpersonal trust(IV).The results show that the intensity of Internet use will enhance the level of public risk perception;differentiated interpersonal trust can reduce the perception of public risk.The public and strangers have formed“weak trust”and formed“strong trust”with people close to people and people around them.The analysis of mechanism shows that special trust and universal trust are manifested in the indirect effect as the cover effect,and general trust plays a part of the intermediary role.Based on this,government departments can strengthen the management of multi-subject network space and build a civic society through enhancement of social integration to enhance universal trust.Through the construction of family style and public education,special trust and general trust will ultimately reduce the level of public risk perception and achieve effective effectiveness risk governance.
