农村治安治理社会化:公共性困境、运行逻辑与建构力量

Socialization of Rural Public Security Governance:Public Dilemma,Operational Logic and Building Strength

农村治安治理的动力缺失影响了基层治理效能提升,公共性式微是导致动力缺失的重要因素。公共空间萎缩、人际交往网络松散、公共服务差异化需求增加、公共利益流失、公共规则弱化和公共精神淡漠,使得农村社会发展步入内卷化发展陷阱的风险加大。基于共同利益与治理资源之间的内在逻辑关系,农村治安治理社会化应当以公安机关为基础性力量,在农村基层党组织主导下,广泛借助各种社会力量,增进农村社会公共性。

The lack of motivation for rural public security governance affects the improvement of grass-roots governance efficiency.The decline of publicness is the main factor for the lack of motivation.The rural social development is facing greater risks of entering the development trap of involution due to the shrinking of public space,the loose interpersonal network,the increase of differentiated demand for public services,the loss of public interests,the weakening of public rules and the indifference of public spirit.Based on the intrinsic logical relationship between common interests and governance resources,this paper contends that the socialization of rural public security governance should take public security organs as the basic force,make extensive use of various social forces to enhance rural social publicness under the leadership of rural grass-roots party organizations.
