城市建设与地质环境协调发展策略——以江苏扬州为例

摘要 城市的形成、发展、兴衰与地质环境演变密切相关,特殊的地质环境演变孕育了扬州独特的城市发展历程。通过论述扬州建城2500多年以来的历史变迁,分析地质环境演变与城市变迁的相互联系,认为扬州城市发展阶段与地质环境的对应关系可概括为:岗地发展阶段一一人类依赖自然、岗地前缘发展阶段一一人类顺应自然、平原发展阶段——人类利用和改造自然、新时代城市发展阶段——人与自然和谐共生4个阶段。从城市建设与地质环境协调发展的角度提出加强城市水环境保护与修复、合理控制城市开发强度和高度、统筹地上和地下空间开发、发挥多要素自然资源的功能和价值、构建与地质环境相协调的历史文化保护体系5个方面的发展策略和建议。 The formation,development,rise and fall of cities are closely related to the evolution of geological environment.The special evolution of geological environment has bred Yangzhou's unique urban development process.This paper discusses the historical changes of Yangzhou since its more than 2500 years of urban construction,analyzes the interrelationship between the evolution of geological environment and urban changes,and believes that the corresponding relationship between Yangzhou's urban development stage and geological environment can be summarized as four stages of development:the development stage of hilly land-human dependence on nature;the development stage of the front edge of the highland-human adaptation to nature;plain development stage-human utilization of nature;new era urban development-harmonious coexistence between humans and nature.From the perspective of the coordinated development of urban construction and geological environment,five development strategies and suggestions are proposed:strengthening the protection and restoration of urban water environment,reasonably controlling the intensity and height of urban development,coordinating the development of aboveground and underground spaces,leveraging the functions and values of multi element natural resources,and constructing a historical and cultural protection system that is coordinated with the geological environment.
