在全球安全形势不断恶化的背景下,人的安全问题越来越受到重视。人的安全含义丰富,内容繁多,不同国家有不同的理解,且人权、人的发展和人的安全三者密不可分,使人免于恐惧、免于匮乏一直是这三者的深刻内涵。加拿大是人的安全治理领导者之一,拥有较为完善的促进人的安全机制。它支持包容性可持续增长,确保国际援助集中于解决世界上最贫穷和最脆弱人群的需求。通过参与和构建志同道合的国家联盟、积极设置多边组织议题、大力开展国际援助项目,加拿大为人的安全治理作出许多贡献并大大提高了自身的影响力,其在人的安全领域构建话语权的丰富经验值得我们借鉴。

Against the background of worsening global security,human security has received increasing attention.Human security,rich in connotation and diverse in content,is differently interpreted in different countries and is inseparably related to human right and human development.To free human from fear and want is profoundly inherent in human right,human development and human security themselves.Canada is one of the leaders in human security governance and has a relatively well-developed mechanism for promoting human security.Canada supports inclusive and sustainable development,ensuring its international assistance focused on helping the poorest and most vulnerable people in the world.Canada has made a significant contribution to human security governance and has significantly improved its influence by participating in or building coalitions of like-minded countries,actively setting the agenda for multilateral organizations,and engaging in international assistance programs.Its rich experience in promoting discourse power in the field of human security sets role model for China.
