内蒙古产业数字化与数字产业化联动发展的路径探析

Exploring the Path to Linkage Development of Industrial Digitalization and Digital Industrialization in Inner Mongolia

党的十八大以来,中国逐步确立了以供给侧结构性改革和产业结构优化升级实现经济高质量发展的基本方向。经济高质量发展要求改变以劳动密集型的初级产品加工业、资源密集型的高耗能产业为主导的经济结构,形成以数字技术为动力的新兴产业格局,产业数字化和数字产业化“双轮驱动”、实体经济与数字经济深度融合成为新的发展趋势。内蒙古作为中国西部省份,一直以资源密集型的高耗能产业为主导,产业技术层次低,资源消耗量大,产业和产品结构与经济高质量发展目标不相匹配。了解内蒙古产业数字化与数字产业化发展现状,基于熊彼特创新理论构建内蒙古产业数字化与数字产业化的关联机理,并从国家政策的外部支持与内蒙古自治区的内部推进两个层面探讨推动内蒙古产业数字化与数字产业化联动发展的路径,为西部地区以数字经济带动经济高质量发展提供思路与方法。

Since the 18th National Congress of the Communist Party of China,China has gradually established the goal of achieving high-quality economic development through the supply-side structural reform and the upgrading of industrial structure.The high-quality economic development requires changing the economic structure dominated by labor-intensive primary processing industries and resource-intensive and high energy-consuming industries.Instead,an emerging industry pattern driven by digital technology has become a new development trend,with digital industrialization and industrial digitization as two driving forces,and the deep integration of the digital economy and the real economy.As a provincial-level region in western China,Inner Mongolia has always been dominated by resource-intensive and high energy-consuming industries,with low industrial technology and large resource consumption,indicating a large gap between industrial and product structure and the goal of high-quality economic development.This article aims to understand the current status of industrial digitization and digital industrialization in Inner Mongolia,construct the linkage development mechanism between i industrial digitization and digital industrialization based on Schumpeter's theory of innovation,and explore the path to the linkage development of industrial digitization and digital industrialization from perspectives of external support from national policies and internal support from Inner Mongolia.This article provides ideas and methods for driving high-quality y economic development through digital economy in the western region.
