摘要
为全面推进乡村振兴、加快农业农村现代化,深入“藏粮于地、藏粮于技”的新时代国家粮食安全战略实施提供建议,基于利益相关者理论,对高标准农田建设中的利益相关者进行识别,进而对高标准农田建设实施阻力进行分析。结果表明:同等建设标准要求下的高标准农田建设工程难度不断攀升,农户耕种需求与建设工程的满足之间的矛盾愈加激化,资金控制阻力愈加显著;以种植农户为代表的利益相关者滞后的规划诉求表达和反复变化的规划诉求调整显化了目标推进阻力;村委会或村民理事会、农户以及接受农户耕地转包的种植大户充当着工程质量阻力的有效弱化者,是工程质量阻力最直接有效的信息反馈者。由此得出结论:充分引入市场机制,加大资金投入、重视规划诉求表达,严控变更调整,发挥群众监督作用,提升工程质量将有效弱化高标准农田建设实施阻力。
In order to comprehensively promote rural revitalization,accelerate the modernization of agriculture and rural areas,provide suggestions for in-depth implementation of the new era of national food security strategy of“storing grain in the land,storing grain in technology”,based on stakeholder theory,this paper analyzed the implementation resistance of high standard farmland construction by identifying stakeholders in the construction of high standard farmland.The results are as follows:The implementation resistance under the requirements of the same construction standards is increasing,the contradiction between farmers’demand for farming and the satisfaction of construction projects is increasingly intensified,and the resistance of capital control is more significant;the delayed expression of planning demands and the repeatedly changing adjustment of planning demands of stakeholders,represented by planting farmers,manifest the resistance of goal promotion;village committees or villagers’councils,farmers,and large farmers who accept farmland subcontracting by farmers act as effective weakening of project quality resistance,and are the most direct and effective information feedbacks of project quality resistance.Conclusions:Fully introducing market mechanism,increasing capital investment,emphasizing the expression of planning demands,strictly controlling changes and adjustments,giving play to the supervision role of the masses,and improving project quality will effectively weaken the implementation resistance of high standard farmland construction.
