摘要 在国家大力推进“碳达峰、碳中和”的时代背景下,风力发电行业得到迅猛发展。为提高风力发电项目环境影响评价质量和效率,深入剖析了风力发电项目开发过程中主要的环境问题(包括噪声影响、光影影响、鸟类安全影响和自然环境破坏等),根据工程特点,从项目符合性、环境质量现状及保护目标、主要环境影响、环境风险和环境监测等方面出发,整理总结了陆上和海上风力发电项目环境影响评价中需重点关注的问题,为风力发电项目环境影响评价文件的编制和环评管理提供了参考。 Under the background of carbon dioxide peaking and carbon neutrality vigorously promoted,the wind power industry has developed rapidly.The impact of wind power industry on ecological environment mainly includes noise effect,light and shadow effect,bird safety and natural environment destruction.In the process of environmental impact assessment,status investigation of main environmental impacts,environmental impact prediction and corresponding environmental protection measures are the key problems.In order to complete the work of environmental impact assessment better for wind power generation projects and improve the quality and efficiency of environmental impact assessment,this paper deeply analyzed the main environmental problems in the process of wind power development(including noise impact,light and shadow impact,bird safety impact and natural environment damage,etc.),summarizes the key points of environmental impact assessment for onshore and offshore wind power generation projects by analyzing compliance,environmental quality status and protection objectives,main environmental impacts,environmental risks and environmental monitoring,which provides a reference for the compilation of environmental impact assessment documents and the management of environmental impact assessment.
