高质量发展背景下公共文化机构理事会的改革与发展

Reform and Development of the Board of Trustees of Public Cultural Institutions

归纳学界围绕公共文化机构理事会决策权问题所展开的理念交锋,以及由理念差异所形成的“决策型”“半决策型”“咨询型”和“形似型”等不同形态,发现当前“决策权分配”视角下的理念与形态分歧导致理事会改革取向不清晰,其发展缺乏可持续性,正走进瓶颈期。文章提出要以“高质量发展”切换研究视角,通过纵横联动发力、增强政府与机构动力、因地制宜依法创新,推进理事会均衡化、可持续、高效能发展,使其更具适应性。思想观念的转变将激发创新动力与改革意愿,切实推动公共文化机构理事会高效运转。

This paper summarizes the academic exchange of ideas around the decision-making power of the board of trustees of public cultural institutions,as well as the various forms of“decision-making type”,“semi-decision-making type”,“consulting type”and“shape similarity type”shaped by different ideas.It has been found that the current divergence of ideas and forms from the perspective of“decision-making power distribution”has led to an unclear orientation of the board of trustees reform,and a lack of sustainability in its development.It is also entering a bottleneck period.This paper proposes to switch the research perspective towards“high-quality development”,and promote balanced,sustainable,and efficient development of the board of trustees through vertical and horizontal expansion,enhancing government and institutional motivation,and innovating according to local conditions and laws,so as to make it more adaptable.The transformation of ideological concepts will stimulate the motivation for innovation and the willingness to reform,and effectively promote the efficient operation of the board of trustees of public cultural institutions.
