大学生“慢就业”现象重审:基于三螺旋理论的视角

Re-examining the Phenomenon of“Employment Delaying”of College Students:Based on Triple Helix Theory

从“难就业”到“慢就业”,且呈蔓延态势,00后毕业生的“新型”就业现象引起了社会的广泛关注。大学生“慢就业”现象,不利于经济持续健康发展、民生改善和社会大局的稳定。为了促进大学毕业生更加充分和更高质量就业,利用三螺旋理论构建大学生就业的三螺旋模型。深入分析就业的三方主体(政府、产业、大学)并重审大学生“慢就业”现象,厘清形成“慢就业”的原因。循因施策得出三螺旋理论视角下破解“慢就业”的方法,即用好政策做好服务,紧盯战略转型升级,教育引导提升能力。

Nowadays,the phenomenon of“employment difficulty”of college students has become that of“employment delaying”and this trend is spreading.The“new”employment phenomenon of post-2000s graduates has attracted widespread attention from different levels.The situation is not conducive to sustainable and healthy economic development,improvement of people’s livelihoods,or overall social stability.In order to encourage college graduates to be employed in a better and higer-quality way,this study uses the triple helix theory to construct the Triple Spiral Model of college graduates’employment.The tripartite entities involved in employment(government,industry,and universities)are analyzed deeply in the Triple Helix;the phenomenon of“employment delaying”among college students is re-examined,and the reasons for the formation of“employment delaying”is clarified.According to the above theoretical analysis,some methods of solving“employment delaying”are put forward,which are making good use of policies to provide good services,focusing on strategic transformation and upgrading,and enhancing education and guidance capabilities.
