大数据赋能乡村全民健身公共服务治理的逻辑理路、价值意蕴、问题清单及优化策略

The Logic,Value Implication,Problems and Optimization Strategy of Big Data-enabled Governance of Public Services for National Fitness in Rural Areas

本文运用文献资料、专家访谈等研究方法,深入探究大数据赋能乡村全民健身公共服务治理的逻辑理路、价值意蕴、问题清单及优化策略。研究结果:转变治理观念的先导条件是大数据思维,爬取治理信息的重要抓手是大数据技术,推动治理共享的有效载体是大数据平台,增强治理能力的智力保障是大数据人才。价值意蕴体现在大数据应用驱动治理精细执行、大数据分析促进治理科学决策、大数据反馈增强治理有效监督、大数据共享完善治理民主服务。问题清单:循数治理条件缺位影响数治格局、数据应用潜在风险冲击数治安全、数据治理制度缺乏钳制数治价值、技术应用能力羸弱弱化数治效能。针对困境提出优化策略:推进数据人才培养激发治理内生动力、健全数据治理制度夯实政策保障、增强数据治理水平规避治理风险、优化数据治理环境铸牢数治基础。

Using literature review,expert interviews and other methods,the logic,value implication,problems and optimization strategy of big data enabled governance of rural public services for national fitness are explored in depth in this paper.The study concludes that the precondition for changing the concept of governance is big data thinking,the important grip for crawling governance information is big data technology,the effective carrier for promoting governance sharing is big data platform,and the intellectual guarantee for enhancing governance capacity is big data talents.The value implication is reflected in the application of big data driving fine execution,big data analysis promoting governance scientific decision-making,big data feedback enhancing governance effective supervision,and big data sharing improving governance democratic services.List of problems:the absence of data-based governance conditions affects the pattern of data governance,the potential risks of data application impact the security of data governance,the lack of data governance system clamps the value of data governance,and the weak capacity of technology application weakens the effectiveness of data governance.In response to the dilemma,the optimization strategies have been proposed:promoting data talent training,stimulating the endogenous power of governance,improving the data governance system,consolidating the policy guarantee,enhancing the level of data governance,avoiding governance risks,optimizing the data governance environment,and casting a firm foundation for data governance.
