天津市急救中心绩效评价指标体系构建

Construction of Performance Evaluation Index System of First-aid Center in Tianjin

目的:构建天津市急救中心绩效评价指标体系,为提高急救中心工作效率,促进资源合理配置提供参考。方法:运用德尔菲法进行两轮专家函询并获得专家意见,建立根据专家评分确立的判断矩阵,使用层次分析法计算各个指标权重。结果:两轮专家函询问卷有效回收率均大于80%,参与函询问卷的专家权威系数均大于0.7,表明该问卷具有分析价值。同时,两轮函询问卷反映出专家的意见结果具有统一性。以两轮函询问卷结果为基本依据,最终建立了包括预算、产出、效益、满意度4项一级指标,8项二级指标,38项三级指标在内的急救中心绩效评价指标体系。结论:经实证研究发现,建立高效完整的指标体系,能够协助急救中心较好的发挥人才效力,但也要实时调整各指标内容、权重,切实反映急救中心员工绩效情况,提高工作效率。

Objective:To construct an overall performance evaluation index system for the first-aid center,so as to provide a reference for improving the efficiency of the first-aid center and promoting the rational allocation of resources.Methods:Two rounds of expert consultation were conducted using the Delphi method to obtain expert opinions,this study established a judgment matrix based on expert ratings,and calculated the weights of each indicator using the hierarchical analysis method(AHP).Results:The effective return rate of the two rounds of expert questionnaires was greater than 80%,and the authority coefficients of the experts who participated in the questionnaires were greater than 0.7,indicating that the questionnaires had analytical value.At the same time,the two rounds of questionnaires reflected the uniformity of experts'opinions.Based on the results of the two rounds of questionnaires,the overall performance evaluation index system of the first-aid center was finally established with 4 primary indicators including budget,output,efficiency and satisfaction,8 secondary indicators and 38 tertiary indicators.Conclusion:The empirical study finds that the establishment of an efficient and complete index system can assist first-aid centers to give better play to the effectiveness of talents,but it is also necessary to adjust the content and weight of each index in real time to effectively reflect the performance of first-aid center's employees and improve their efficiency.
