西部地区涉外法治人才培养的困境与出路

Predicaments in Training Foreign-related Talented People for Legal Affairs in the Western Region of China and Solution Approaches

西部地区在推进依法治国战略实施、推动区域对外发展、推行各项改革措施中,形成了对多领域、多层次、多语种涉外法治人才的需求。但当下西部地区涉外法治人才培养面临尴尬又无奈的处境,主要体现为人才需求多元但人才结构单一,人才培养形式多样而培养质量不高,人才数量不足又难以留住人才几个方面。这与西部地区高校涉外法治人才培养体系不全密切相关,也跟西部地区薄弱的人才培养基础和欠优的人才环境有相应关系。为纾解困境,通过完善涉外法治人才培养体系夯实涉外法治人才培养基础,打造良好人才工作环境,建构起西部地区涉外法治人才培养的路径,有助于西部地区涉外法治人才的培养和留用,进而服务西部地区涉外法治建设和对外开放发展。

In the process of executing the strategy of law-based governance of the country,promoting the regional external development and implementing various reform measures,the western region of China has faced a demand for foreign-related multi-lingual talented people for legal affairs in various fields and at different levels.However,the training of foreign-related talented people for legal affairs in the western region of China is facing an awkward and difficult situation,which finds expression mainly in the following aspects:the demand for talent is diverse but the talent available cannot satisfy the demand,the training models are diverse but the results are dissatisfactory,there is a shortage of talented people and a threat of?the brain drain.This is closely related to the incomplete system for training talented people for legal affairs in colleges and universities in the western region of China,and also related to the weak foundation of such training and the poor talent-related environment in the western region of China.In order to alleviate the predicaments,the solution approaches include the following:it is necessary to improve the system for training talented people for legal affairs,strengthen the foundation for such training,and create a good working environment for the talented people,which is helpful to the training and retention of foreign-related talented people for legal affairs,and to the construction of the foreign-related rule of law and the opening-up in the western region of China.
