森林“四库”价值实现路径——以福建顺昌“森林生态银行”为例

The Realization Path of Forest as“Four Banks”:A Case Study of the Fujian Shunchang“Forest Eco-Bank”

森林“四库”论述作为习近平生态文明思想的重要组成部分,深化了森林生态系统物质供给、调节服务、文化引领等功能,同时也提出了森林资源价值转化的现代林业发展思路。“林权均山到户”的集体林权制度改革背景与传统林业发展困境下,推动森林资源经营权流转、探索森林资源规模经营、高质量发挥森林“四库”作用至关重要。采用理论探索与案例分析法,在梳理森林“四库”论述与森林生态产品价值实现路径基础上,构建“森林生态银行”运行机制,选取顺昌“森林生态银行”为案例,剖析森林“水库”“钱库”“粮库”“碳库”价值实现路径。实践表明,顺昌“森林生态银行”对深化森林“四库”论述认知、因地制宜探索森林“四库”价值转化路径、建立健全林业生态产品价值实现机制具有重要意义。

As an important part of Xi Jinping thought on ecology,the Forest“Four Banks”has deepened the functions of forest ecosystems in terms of material supply,regulating services,and cultural guidance,and has put forward the modern forestry development ideas which transforms the value of forest resources.In the context of the reform of collective forest rights system that forest rights are distributed evenly among households and difficulties in the development of traditional forestry,it is crucial to promote the circulation of forest resources management rights,explore the large-scale management of forest resources,and play the role of the Forest“Four Banks”in high quality.Through theoretical exploration and case study method,this paper summarizes the Forest“Four Banks”discussion and forest ecological product value realization path to build“Forest Eco-Bank”operation mechanism,and then selects Shunchang“Forest Eco-Bank”as the case and analyses the path of value realization of forest reservoirs of water,grain,money and carbon.Practice shows that Shunchang“Forest Eco-Bank”is of great significance in deepening the cognition of the Forest“Four Banks”discussion,exploring the value realization paths of the Forest“Four Banks”according to local conditions,and establishing a forestry ecological product value-realization mechanism.
