媒介系统嵌入社会治理:源流、实践与媒介化取径

Embedding media systems into social governance:origins,practices,and mediation approaches

作为社会信息系统的基础和文化生产的重要路径,媒介在社会结构中的功能角色和价值定位受社会思想、文化体系及技术水平等多方面因素的影响;与之相应的是,在不同社会发展阶段中社会治理的主要面向及结构呈现出不同特点。新中国成立以来,媒介系统始终是国家与社会治理体系的重要组成部分,从大众传播到网络传播再到数字时代的智能传播,技术变迁视域下媒介与社会治理的关系大致经历了“意识形态层面的政治动员——思想文化层面的社会启蒙——社会结构层面的媒介化治理取向”三重演进。本文从媒介与社会治理关系的源流与实践过程出发,以媒介化为现实面向,强调媒介化治理需要充分整合媒介与社会诸系统的互动结构,将技术、媒介融合、文化变迁等多重现实因素纳入社会治理结构转型的现实考量,建构系统性、整体性的媒介化治理体系。

As the foundation of social information systems and an important path of cultural production,the functional role and value positioning of media in social structure are influenced by various factors such as social ideology,cultural system,and technological level.Accordingly,the main aspects and structures of social governance display different characteristics in different stages of social development.Since the founding of People’s Republic of China,the media system has always been an important component of the national and social governance system.From mass communication to online communication,and then to intelligent communication in the digital era,the relationship between media and social governance from the perspective of technological change has roughly undergone a triple evolution of“political mobilization at the ideological level,social enlightenment at the ideological and cultural level,and social structure level of media-oriented social governance”.Starting from the origin and practical process of the relationship between media and social governance,this paper takes media governance as a practice,emphasizing that media governance needs to fully integrate the interactive structure between media and various social systems,and embed multiple practical factors such as technology,media integration,and cultural changes into the practical consideration of social governance structure transformation,so as to construct a systematic and holistic media governance system.
