推进数字化战略转型升级背景下的档案管理规范建设——以大型公立医院为例

Standard Construction of Archive Management under the Background of Promoting Digital Strategy Transformation and Upgrading-a Case Study of Large Public Hospitals

本文通过调查和总结国内有代表性的大型公立医院在数字化形势下的档案管理现状,针对档案管理模式不健全、专业人员以及硬件配套缺乏、网络安全隐患等问题,提出档案学理论和实践创新建议,以形成数字化、智能化的医院档案系统管理新模式。研究认为,数字档案管理的规范化,有利于发挥档案在医院的日常运营、事务处理、人事管理、医学研究等各个方面的重要作用,推进医院医疗、人事、基建、后勤等各个方面的规范化管理,提升医院的整体运营效率。同时,规范基础上的档案数字转型有效实践,能够为医院通过内部文化建设推动日常工作开展提供有价值的档案信息支撑。

This paper investigates and summarizes the current situation of the archive management in representative large public hospitals in China under the digital situation,and puts forward archival theoretical and practical innovation suggestions for the formation of a new mode of digital and intelligent hospital archive system management in view of the problems such as the unsound archive management mode,the lack of professionals and hardware support,and the hidden dangers of network security.According to the research,the standardization of the digital archive management is conducive to giving play to the important role of archives in daily operation,transaction processing,personnel management,medical research and other aspects of the hospital,promoting the standardized management of medical treatment,personnel,infrastructure,logistics and other aspects of the hospital,and improving the overall operational efficiency of the hospital.At the same time,the effective practice of the digital transformation of archives on a standard basis can provide more valuable archival information support for daily work in the hospital’s internal cultural construction.
