基于政务云的市级林长制综合信息管理平台设计与实现

Design and Implementation of Municipal Forest Chief System Comprehensive Information Management Platform Based on Government Affairs Cloud

以驻马店市林长制建设为例,结合智慧林业发展现状,研究了市、县、乡、村四级林长制运行机制,提出了以“目标-分解-执行-考核”为主线的市级林长制智慧平台建设思路和总体框架,建设了支撑大屏端、web端和移动端三种应用形式系统集群。平台透明化、流程化市级林长制运行机制,全生命周期管理及监控目标任务落实情况,形成自动支撑差异性、阶段性考核的新模式,实现了多网融合的数据传输,不仅为各级林长、成员单位、林长办提供了统一的信息沟通渠道,并将信息传达推送到基础较弱的村级,真正将林长制落实到最后“一公里”。该平台的上线应用,提升了各级林长精准管理、智能决策、实时调度的效率,推动了驻马店市林长制改革的落地见效,在区域内发挥了示范带动效应。

Taking the construction of Forest Chief System in Zhumadian City as an example,and combined with the present situation of intelligent forestry development,in this paper,the study on the operation mechanism of Forest Chief System at city,county,township and village levels was carried out.The construction idea and overall framework of the city-level Forest Chief System intelligent platform with"goal-decomposition-executionassessment"as the main line was put forward in this paper,and a system cluster supporting three application forms including large screen end,web end and mobile end was built.Through the platform,the operation mechanism of the city-level Forest Chief System,the whole life cycle management,as well as the monitoring the implementation of objectives and tasks can be hyalinized and streamlined,thus forming a new mode of automatically supporting differences and phased assessment,and realizing the data transmission of multinetwork convergence.It not only provided a unified information communication channel for forest chiefs,member units and forest chiefs'offices at all levels,but also pushed the information to the village level with a weak foundation,thus truly implementing the Forest Chief System to the last"one kilometer".The online application of the platform had improved the efficiency of accurate management,intelligent decision-making and realtime scheduling of forest chiefs at all levels,promoted the implementation of the Forest Chief System reform in Zhumadian City,and played an exemplary and driving effect in the region.
