文章分析了陕西省镇安县为建设水土保持示范县所采取的措施及成效,总结了水土保持工作的治理经验,规划了下一步工作目标。该县以生态清洁小流域为抓手,积极探索全县水土保持治理模式及方法。通过建立生态自然修复区、沟道及周边整治区以及综合治理区,健全水土保持工程管护机制、生产建设项目监管机制,大力推广水土保持信息化应用等方式,在社会、生态、经济方面取得了良好成效。根据以往治理措施与所得成效,在制度措施、管理体系、资金供给、宣传普及等方面总结经验,并根据当前状况制定未来工作目标。

The article analyzes the measures and achievements taken by Zhen'an County in Shaanxi Province to build a demonstration county for soil and water conservation,summarizes the management experience of soil and water conservation work,and plans the next steps.Zhen'an county takes ecological and clean small watersheds as the starting point and actively explores the models and methods of soil and water conservation management throughout the county.By establishing ecological and natural restoration areas,ditch and surrounding remediation areas,as well as comprehensive management areas,improving the management and protection mechanism of soil and water conservation projects,supervising production and construction projects,and vigorously promoting the application of information technology in soil and water conservation,good results have been achieved in social,ecological,and economic aspects.Based on past governance measures and achievements,the article summarizes experience in institutional measures,management systems,funding supply,publicity and popularization,and formulates future goals based on current conditions.
