摘要
利用2010—2020年中国30个省份的面板数据,构建环境规制、产业结构升级与碳减排效率指标评价体系,借助熵权法、耦合协调度模型和非期望产出SBM模型,探究各地区环境规制与产业结构升级的耦合协调状态以及碳减排效率,并借助固定效应模型考察耦合协调度对碳减排效率的影响。结果表明:环境规制与产业结构升级耦合协调度总体保持上升态势,并呈现明显的区域差异特征;环境规制与产业结构升级耦合协调度对碳减排效率具有显著正向影响,且该影响具有地区差异性:中部地区影响最为明显,其次是东部地区,西部地区的影响最微弱;区域环境规制与产业结构升级的水平差异显著影响两者耦合协调度对碳减排效率的提升效果。
Based on the panel data of 30 provinces in China from 2010 to 2020,this paper constructs index evaluation systems of environmental regulation,industrial structure upgrading and carbon emission reduction efficiency.Using entropy weight method,coupling with coordination degree model and unexpected output SBM model,this paper measures carbon emission reduction efficiency and the coupling coordination state of environmental regulation and industrial structure upgrading in regions,and adopts the fixed effect model to explore the impact of coupling coordination degree on carbon emission reduction efficiency.The results show that the coupling coordination degree between environmental regulation and industrial structure upgrading keeps rising,which presents obvious regional differences;the coupling coordination degree of environmental regulation and industrial structure upgrading has a significant positive impact on carbon emission reduction efficiency,and the impact is most obvious in the central region,followed by the eastern region;the difference between regional environmental regulation and industrial structure upgrading significantly affects the effect of their coupling coordination degree on carbon emission reduction efficiency.
