Governance Logic and Strategies of"Non-grain Production"on Cultivated Land with Big Food Approach

传统的以“控制非农建设占用耕地”为核心的耕地保护,难以满足大食物观下人民追求更高水平食物安全的需求和耕地可持续利用的要求。通过梳理和总结大食物观与粮食安全、耕地保护和国土资源拓展的关系,进一步厘清大食物观与耕地“非粮化”治理之间的内在逻辑,进而提出未来我国耕地“非粮化”治理的策略和保障措施,以期为耕地资源保护和空间优化配置提供借鉴。

Conventional strategies for arable land protection,primarily centered on"controlling non-agricultural development"encountering the challenges of diverse demands of food security under the big food approach and the objectives of sustainable arable land utilization within the ambit of the comprehensive food strategy.Through a comprehensive examination and synthesis of the interconnections between the big food approach and food security,arable land protection,and the expansion of national land resources,the inherent rationale that connects the big food approach with the governance of"non-grain production"on cultivated land is elucidated.Further spatial governance strategies and safeguards for the"non-grain production"of cultivated land are proposed,aiming to provide insights and references for arable land resource protection and spatial optimization allocation in the future.
