Practice Progress and Policy Innovation of Subsidizing Farmland Protection:Based on Nanjing Practice of Territorial Space Planning Implementation

总结现阶段我国各地多样化的耕地保护补贴政策实践及模式,在此基础上深入剖析南京各类耕地保护补贴的构成、实施成效及存在问题。根据政策设计与国土空间规划实施的衔接联动、保护补贴机制与实体空间的系统化整体关联,对南京耕地保护补贴政策所涉及的范围、主体、对象、标准、方式及配套机制等提出优化调整方案和建议,以满足耕地数量、质量、生态“三位一体”的保护要求。

With a conclusion of local practices and models of farmland protection subsidy nationwide,the composition,efficacy,and problems of farmland protection subsidy in Nanjing are deeply analyzed.Based on the interaction between policy design and territorial space planning implementation,and overall correlation between subsidy mechanism and physical space,adjustment suggestions concerning the scope,subject,object,standard,method,and mechanism in Nanjing's farmland protection subsidy policy are proposed to meet the"three in one"requirements of quantity,quality,and ecology in farmland protection.
