我国社区养老日间照料服务的现状、问题成因及对策分析

Community-Based Day Care Service for Older People:Its Current Situation,Problems,Causes,and Countermeasures

在我国实施积极应对人口老龄化国家战略的过程中,建设居家社区机构相协调、医养康养相结合的养老服务体系成为共识并落实于实践之中。社区养老是这一服务体系的重要一环,抓好社区养老的关键之一在于对社区资源的整合和对服务水平的提升。通过梳理日间照料机构这一立足社区、面向居家的养老服务设施的建设发展历程,以及相关现行政策法规与标准的制定修订过程,盘点现有日间照料设施的服务内容和典型服务案例,对当前我国日间照料服务的现状、存在问题进行总结归纳和分析,并提出未来发展的对策建议,以期为社区养老日间照料设施及其服务的可持续发展提供有益借鉴。

In the process of implementing the national strategy of actively responding to population ageing in China,developing an eldercare service system that coordinates home-based,community-based and institutional care,and that integrates medical care,senior care and recreation has become a common view and is now being put into practice.Community-based care is a significant part of this service system,and one of the keys to developing this care is to integrate community resources and improve the service level.Through sorting out the development history of day care institutions which are community-based and home-oriented,and the process of formulating and revising relevant policies,laws,regulations and standards,as well as reviewing contents and typical cases of existing day care facilities,this paper analyzed and summarized the current situation and problems of day care service in China.It also put forward countermeasures and suggestions for future development,with a view to providing a useful reference for the sustainable development of community-based day care facilities and their continuous provision of service.
