乡村振兴与脱贫攻坚战略有效衔接之法治保障研究——以完善乡村法律制度体系建设为中心

Study on the Rule of Law Guarantees for the Effective Connection of Rural Revitalization and Poverty Eradication Strategies——Centred on Improving the Construction of Rural Legal System

2020年我国全面建成小康社会,进入脱贫攻坚与乡村振兴的历史交汇期,如何通过法治手段促进“输血”式扶贫向“造血”式振兴转化,解决脱贫前后经济发展政策的不平衡成了两大战略衔接的重难点。囿于以经济发展为中心的理念,我国城乡立法资源不平衡。为巩固和完善农村基本经营制度,深化农村土地制度改革,完善农业支持保护制度,应通过《乡村振兴促进法》及相关配套制度回应以“三农”问题为核心的系列立法需求,促进城乡一体化发展。

China has built a moderately prosperous society in 2020,and entered the historical convergence period of poverty alleviation and rural revitalization,how to promote the transformation of"blood-letting"poverty alleviation to"blood-creation"revitalization by means of the rule of law,and how to solve the imbalance of the economic development policy before and after poverty alleviation has become a major difficulty in the convergence of the two strategies.This has become a major challenge in the convergence of the two strategies.Confined to the concept of focusing on economic development,there is an imbalance between urban and rural legislative resources in China.In order to consolidate and improve the basic rural management system,deepen the reform of the rural land system,and improve the agricultural support and protection system,the Law on Promoting Rural Revitalization and related supporting systems should respond to the series of legislative needs centred on the"three rural issues"and promote the integrated development of urban and rural areas.
