摘要
教育、科技、人才是全面建设社会主义现代化国家的基础性、战略性支撑。选取山东省为研究对象,以2011—2021年数据为观察样本,运用耦合协调模型和灰色关联模型,对教育、科技、人才三系统之间的耦合协调度以及影响因素进行分析。研究发现:教育在教育、科技、人才耦合协调发展中起到基础性作用;山东省教育、科技、人才耦合协调度总体呈稳步上升的良好态势;宏观层面上人才系统与三者耦合协调综合系统关联度最高,微观层面上普通高校数、专利授权数、重大科技成果数等因素与综合系统达到高水平关联层级。要促进教育、科技、人才耦合协调发展,需充分发挥教育的基础性作用、科技创新的动力作用、人才的主体性作用,构建教育引领、科技攻关、人才支撑的“三位一体”发展体系。
Education,science and technology,talents are the basic and strategic supports for the comprehensive construction of a socialist modern country.By taking Shandong Province as an example,and using coupled coordination model and gray correlation model and the data from 2011 to 2021,this paper analyzes the coupling coordination degree among education,science and technology,talent systems and the influencing factors.The findings are as follows:In terms of development degree,education plays a fundamental role in the coordinated development of the three;in terms of development trend,the overall coupling coordination degree of the three is steadily increasing in a good trend;at the macro level,the talent system has the highest correlation with the three coupled and coordinated comprehensive system,and at the micro level,the number of general colleges and universities,the number of patents granted and the number of major scientific and technological achievements have high correlation with the comprehensive system;to promote the coupled and coordinated development of education,science and technology and talent,it is necessary to give full play to the basic role of education,the driving force of science and technology innovation and the main role of talents,and build a“trinity”development system of educational guidance,scientific and technological research and talent support.
