应用RASCI模型明晰医院职能部门职责的实践探索

摘要 目的通过解决以传统方式修订部门职责中常见的难点,进一步明确医院职能部门职责的边界。方法按照“模块-子模块-工作任务”三级模式统一部门工作任务颗粒度,应用RASCI责任矩阵对部门负责的任务及任务所涉及的所有部门进行角色定位,并运用责任矩阵的横向与纵向分析功能发现并定位潜在问题。结果三级模式下的部门职责责任矩阵相对传统的部门职责说明书,在统一工作任务颗粒度,定位部门职责缺失、交叉、错位问题,以及评估部门分工情况等方面具有明显优势。结论责任矩阵在处理分工分歧方面仍存在一定的局限性,建立院内评议机制可有效弥补不足;通过部门互查,梳理职责分歧事项清单,可有效提高医院岗位职责管理效率;定期审视以保证职责的时效性及准确性。 Objective To further define the responsibilities of hospital administrative departments via addressing common dilemma in revising department responsibilities by traditional methods.Methods A three-level model(module,sub-module,and work tasks)was used to unify the workload of departmental tasks,and the RASCI responsibility matrix was applied to define the tasks and the role involved in all the departments.The horizontal and vertical analysis functions of RASCI responsibility matrix were used to identify and locate potential problems.Results Compared with traditional departmental responsibility statements,the responsibility matrix in the three-level model exerted significant advantages in unifying workload,identifying missing,overlapping,and misaligned responsibilities,and assessing departmental division of labor.Conclusion The RASCI responsibility matrix has certain limitations in dealing with work division differences,which may be addressed by establishing an internal review mechanism.Inter-departmental checks can be used to sort out lists of responsibility disputes,which may help improve the efficiency of hospital job responsibility management.Finally,regular reviews can ensure the timeliness and accuracy of responsibilities.
