摘要
工业用地规划是项目环境准入的重要依据,是实现“十四五”工业高质量发展的重要手段。如何做好工业用地分类是工业用地环境准入的核心问题之一。为了提高工业用地分类的有效性,梳理了工业用地分类相关国家标准及国土空间规划中工业用地分类标准的内涵、依据及局限性,探讨了部分地区关于环境准入的实践经验,分析了目前工业用地分类存在的问题及改进的方向,结合湖南省建设项目环境准入现状,借鉴《建设项目环境影响评价分类管理名录》的分类原则,创造性地提出基于工业项目环境影响程度的工业用地分类建议,并对未来分类清单动态更新方向进行了展望。
Industrial land planning is an important basis for project environmental access and a crucial means of achieving high-quality industrial development during the 14th Five-Year Plan period.How to properly classify industrial land is one of the core issues in ensuring environmental access to industrial land.In order to improve the effectiveness of industrial land classification,the connotation,basis,and limitations of industrial land classification in relevant national standards for industrial land classification and national spatial planning were sorted out.The practical experiences of environmental access in some areas were discussed,and the improvement directions for the current problems in industrial land classification were analyzed.Combined with the current situation of environmental access for construction projects in Hunan province,drawing on the classification principles of the Classification and Management Catalogue for Environmental Impact Assessment of Construction Projects,creative suggestions for industrial land classification based on the degree of environmental impact of industrial projects were proposed,and the future direction of dynamic updating of the classification list was discussed.
