Considerations on environmental management support from resident environmental monitoring institutions under the new situation

本文在省级以下生态环境监测垂直管理改革的背景下,通过结合环境管理的新需求,分析驻市环境监测机构面临的机遇和挑战,提出驻市环境监测机构强化支撑环境管理的若干路径,以期更好地释放监测工作的“顶梁柱”作用,为生态文明建设增添强大动力。

Against the backdrop of the reform of vertical management of ecological environment monitoring below the provincial level,this paper,by combining the new demands of environmental management,analyzes the opportunities and challenges faced by environmental monitoring institutions in municipalities.It proposes several paths for resident environmental monitoring institutions to support environmental management,in order to better unleash the pivotal role of monitoring work and add strong impetus to the construction of ecological civilization.
