全民健身信息服务平台监督的成效审视、多重阻滞与思路创新

Effectiveness,Multiple Obstacles and Innovative Ideas in Supervision of National Fitness Information Service Platform

对全民健身信息服务平台实施监督,既能保证平台规范化运行,又能助力全民健身高质量和可持续发展。运用文献资料法、案例研究法等方法,全面剖析全民健身信息服务平台监督的成效、阻滞并提出创新对策。全民健身信息服务平台监督已取得的成效表现在政府对全民健身信息服务平台监督采取包容审慎态度,平台监督场域的底层逻辑初步成型,三级平台铺设的监督渠道类型丰富。全民健身信息服务平台监督面临的阻滞问题主要体现在监督主体的多层次性难以融合,监督对象的复杂程度难以简化,监督行为的内容边界难以把握以及监督时间节点与力度难以控制。基于此,从完善结构、统摄技术、引领价值、共谋合作四个方面提出全民健身信息服务平台监督创新对策。

Supervision of the national fitness information service platform is implemented to ensure the standardized operation of the platform and to facilitate the high-quality and sustainable development of fitness for all.Through literature review and case study,this paper analyzed the effectiveness and obstacles in the supervision of the national fitness information service platform and put forward innovative countermeasures.The effectiveness of platform supervision showed that the government adopted an inclusive and prudent attitude towards the supervision of the national fitness information service platform,the underlying logic of the platform supervision field had initially taken shape,and the supervision channels laid by the three-level platform had various types.The obstacles faced by the current platform supervision were mainly reflected in the overlapping of the supervision subjects,the complexity of the supervision objects,the difficulty in differentiating the boundary of supervision behavior,the difficulty in timing and intensity of supervision.Countermeasures included improvement of structure,integration of technology,value orientation and cooperation.
