Bottom-Line Thinking and China’s External Risk Response in the New Journey of the New Era

底线思维是中国共产党人应对重大风险与挑战的重要法宝。以毛泽东、邓小平、江泽民、胡锦涛为代表的中国共产党人,始终增强忧患意识,坚持底线思维,带领中国人民应对各种风险和挑战,使中国实现了从“站起来”到“富起来”的伟大飞跃。习近平外交思想在继承中国共产党忧患意识传统的基础上,从思想、战略和方法层面对底线思维进行了创新性阐释,将其提升到应对百年变局和治国理政的新高度,为底线思维注入了新的时代内涵。当前,世界动荡不安叠加全球治理失灵,放大了国际政治、经济、安全和文化风险对中国的负面影响,一旦处理不好,可能会从根本上影响新时代新征程中国发展的战略布局。为此,中国应坚持底线思维,筑牢政治、经济、安全和文化底线,塑造良好的外部环境,助力中国特色社会主义现代化建设和中华民族伟大复兴。

Bottom-line thinking is the key for the CPC to overcome major challenges.The CPC,represented by Mao Zedong,Deng Xiaoping,Jiang Zemin,and Hu Jintao,had always adhered to the sense of hardship,planning from the bottom-line thinking,laid out and put into practice,led the Chinese people to overcome various risks and crises,and therefore,made China realize the great transformation of the Chinese nation from“standing upright”to“becoming prosperous.”On the basis of inheriting the tradition of the CPC people’s sense of hardship,Xi Jinping made an innovative interpretation of the bottom-line thinking from the ideological,strategic,and methodological levels,and raised it to a new height to deal with the century’s changes and governance,which has injected new-era connotations into the bottom-line thinking.Currently,the world’s turmoil and instability,coupled with the incapability of global governance,have amplified the negative impacts on China from diverse aspects,including international politics,economy,security,and culture.If not handled properly,they may fundamentally affect China’s strategic planning in the New Era.Therefore,China should adhere to the bottom-line thinking,establish a solid bottom line regarding politics,economy,security,and culture and shape a good external development environment so as to contribute to the modernization of socialism with Chinese characteristics and the great rejuvenation of the Chinese nation.
