国际绿色技术转移是实践可持续发展理念的重要路径,通过梳理其发展历程可以发现,相关规则的产生和演进伴随着可持续发展理念在全球的萌发和推广。在可持续发展理念下审视现今国际绿色技术转移规则可看出,其在价值、利益以及实践三个维度上面临困境:价值维度上,国际合作价值作用发挥有限;利益维度上,现有规则难以协调技术转移各方利益;实践维度上,实施全过程缺乏保障机制。为此,未来需要通过扩大技术转移合作主体范围、拓宽合作层级以进一步凝聚国际合作价值;拓展技术类型化研究进路以平衡各方主体利益;完善技术转移中的信息交换、资金支持和适应评估保障机制以助推绿色技术转移实践。

International green technology transfer is an important path for realizing sustainable development.By sorting out its history,it can be found that the emergence and evolution of relevant rules have been accompanied by the germination and promotion of sustainable development.Examining the current technology transfer rules under the concept of sustainable development,it can be found that they are facing difficulties in the three dimensions of value,interest and practice.In the value dimension,the value of international cooperation is limited;in the interest dimension,it is difficult to coordinate the interests of all parties in the existing rules;and in the practice dimension,there is a lack of guarantee mechanisms in the whole implementation process.Therefore,in the future,we should further consolidate the value of international cooperation by expanding the scope of technology to transfer cooperation entities and broadening the level of cooperation;and expand the research path of technology categorization to balance the interests of all parties;and improve the safeguard mechanism for information exchange,financial support and adaptation assessment to help promote the practice of green technology transfer.
