Exploring the Implementation of a Comprehensive National Security Perspective in Building an Electric Power Supply Security System

随着“双碳”战略的推进,新型能源体系的建设成为当前能源转型的重要任务。然而,极端天气和偶发因素的叠加给电力供应保障带来了严峻挑战。以贵州省2022年的电力供应为研究场景,探讨了在总体国家安全观的指导下,如何统筹能源发展与供应安全保障的问题。提出了一个综合的方法论,包括能源电力中长期规划、市场与行政的协同作用、电力供应三级预警机制,以及“四个坚持、五个统筹”的原则。这些措施构成了电力供应保障的三道防线,旨在确保能源转型过程中电力供应的可靠性和稳定性。研究结果表明,通过实施这些措施,可以有效地应对电力供应中的各种风险,提高电力系统的韧性。第一道防线通过中长期规划确保供需平衡和能源结构优化;第二道防线通过市场和行政的协同作用提升供应能力;第三道防线通过建立预警机制和应急体系,提高应对突发事件的能力。

As the"Dual Carbon"strategy advances,the construction of a new energy system has become a critical task in the current energy transformation.However,the superposition of extreme weather and sporadic factors poses a severe challenge to the security of electricity supply.Takes the electricity supply of Guizhou province in 2022 as the research scenario and explores how to coordinate energy development and supply security under the guidance of the overall national security concept.A comprehensive methodology is proposed,which includes long-term energy and electricity planning,the synergistic effect of market and administrative actions,a three-tier early warning mechanism for electricity supply,and the principles of"four adherences and five coordinations."These measures constitute three lines of defense for the security of electricity supply,aimed at ensuring the reliability and stability of electricity supply during the energy transition process.The research results show that by implementing these measures,various risks in the electricity supply can be effectively addressed,enhancing the resilience of the power system.The first line of defense ensures supply-demand balance and energy structure optimization through long-term planning.The second line of defense enhances supply capacity through the synergistic effect of market and administrative actions.The third line of defense improves the ability to respond to emergencies by establishing an early warning mechanism and emergency system.
