共同缔造赋能基层社会治理的制度分析与实践启示

Institutional Analysis and Theoretical Insights Into Co-creating Empowered Grassroots Social Governance

制度供给与制度需求的匹配程度关乎基层治理有效。注重政府、社会和民众行动相统一的共同缔造增强了国家善治能力,也为治理现代化创造了条件。通过构建基层社会治理的制度分析框架,阐释共同缔造赋能基层善治的机理,案例实践研究发现县域基层社会治理逻辑与“操作集体制度”的选择逻辑相耦合。在操作选择方面,共同缔造能够助力条抓块统型治理机制的构建,强化治理主体的系统联动,激励更多社会主体参与基层社会治理;在集体选择方面,共同缔造可以增强公共治理效能,优化治理结构;在制度选择方面,共同缔造通过深化社会治理综合平台建设,为提升善治能力提供了有力支撑。推动社会治理现代化要更加注重治理场域、回应能力、技术赋能和社会关系的优化;注重发挥党建引领作用、培育内生力量、构建信息共享机制,提升基层组织能力并增强治理合力。

The degree of alignment between institutional supply and institutional demand is crucial for effective grassroots social governance.Emphasizing the unified action of the government,society and the public in co-creation enhances the governance capacity of the nation and creates conditions for advancing the modernization of grassroots social governance.By constructing an institutional analysis framework for grassroots social governance,this paper e-lucidates the mechanism of co-creating empowered grassroots governance and provides a case study demonstration through the"Three-line Connection Dual Integration Management Platform Service"approach.The research reveals that the logic of county-level social comprehensive governance is coupled with the logic of"operation collective-in-stitution"selection.In terms of operational choices,co-creation facilitates the construction of a mechanism for grasp-ing comprehensive governance,strengthens the systematic linkage of governance subjects,and encourages more par-ticipation in participatory governance by various societal entities.In terms of collective choices,co-creation enhances the effectiveness of public governance and optimizes the structure of grassroots social governance,In terms of insti-tutional choices,co-creation deepens the construction of comprehensive platforms for grassroots social governance,providing strong support for enhancing governance capacity.The modernization of grassroots social governance needs to focus more on the optimization of governance fields,response capabilities,technological empowerment,and social relationships.By leveraging the leadership role of the Party building,nurturing endogenous forces,construc-ting information-sharing mechanisms,and enhancing the organizational capacity of grassroots,it can better move to-wards the modernization of grassroots social governance.
