摘要
由于近几年来年轻人从事水电行业的意向不高、水电行业用工年龄偏长,水电行业用工越来越紧俏,人工费持续攀升,上涨风险尤为突出,人工费调差指数在行业内存在一定争议。文章研究了水电工程建设项目中的人工费上涨风险问题,通过对比定额人工费与市场人工费的组成差异,分析了设计概算、招标限价及施工合同执行过程中人工费的计算方法,提出了在设计概算中引入人工费动态调整机制,以及在招标限价和施工合同中合理考虑人工费上涨的调差方法,并通过对比不同价格指数在人工费调差中的应用,提出采用国家统计局发布的统计年鉴中各省市的平均货币工资指数作为调差依据更具权威性和公平性。文章研究成果可为解决水电行业人工费上涨问题提供一定的借鉴和参考。
In recent years,the low willingness of young people to enter the hydropower industry and the older age profile of the workforce have contributed to a tightening labor market within the sector,leading to a continuous surge in labor costs and a particularly prominent risk of cost escalation.This has sparked debates within the industry regarding the labor cost adjustment index.The article delves into the issue of labor cost escalation risks in hydropower construction projects.By comparing the compositional differences between the normative labor cost and market labor cost,it analyzes the methods of calculating labor costs during the processes of design budgeting,tender price limiting,and construction contract execution.Furthermore,the article proposes the introduction of a dynamic adjustment mechanism for labor costs in design budgeting and reasonable methods for adjusting labor cost increases in tender price limits and construction contracts.Through a comparison of different price indices applied to labor cost adjustments,it suggests that adopting the average monetary wage index of each province and city published in the statistical yearbooks of the National Bureau of Statistics as the basis for adjustment is more authoritative and equitable.The research findings of this article can provide valuable insights and references for addressing the issue of labor cost escalation in the hydropower industry.
