中国海油高效能科技和网信管理体系创新实践

摘要 近年来,国家围绕实现高水平科技自立自强做出系列部署,鼓励中央企业强化科技创新主体地位,加快推进科技创新、网络安全和信息化体制机制改革。在创建世界一流示范企业的新征程上,作为率先将科技与网信职能进行合并的大型能源央企,中国海油深入开展科技和网信工作管理体系融合。采用基于系统思维的管理视图分析方法,全面梳理集团科技和网信组织管理活动,按照业务全生命周期覆盖、分级分类管理的要求重塑制度架构,创新性地提出“融、立、调、废”四原则,将原有科技和信息化两套制度有机融合优化,形成新版高效能科技和网信管理制度体系,全面提升公司科技创新和数字化管理能力,为实现高水平科技自立自强夯实管理体系基础。 China has taken a series of measures to bring about independence and self-reliance of science and technology in recent years.Therefore,the nation encouraged the State-owned enterprises to play an important role of scientific and technological innovation and accelerate restructuring of the scientific and technological innovation,network security and informatization system.In the efforts to build itself into the world's first-class enterprise,CNOOC,as a large-scale State-owned energy enterprise that took the lead in integrating scientific and technological functions with functions of network security and informatization,made an in-depth integration between the technological management system and the network security and informatization management system.This article adopts the management view analysis method based on a systematic mindset to analyze the CNOOC science and technology,network security and informatization organizational and management activities.The configuration of the system was re-established according to the managerial demands for coverage,classification and categories of business life cycle.It creatively proposed the four principles of“integration”,“creation”,“adjustment”and“abandonment”to integrate and optimize the original two systems of technology and informatization.As a result,the new version of a high-performance science and technology,network security and informatization management system was established to entirely improve the company's capabilities for technological innovation and digitalized management,laying a solid foundation of management system for high-level technological independence and self-reliance.
