新时代高校制度建设是我国高等教育改革进入"内部装修"阶段的一项极为重要的根本工作,是日日在线的基础工程、体现公平正义的良心工程。以江苏护理职业学院在制度建设中的创新实践与做法及"党委领导,四轮驱动聚合力;开明开放,见贤思齐法乎上;文以辅制,习惯约束即自由"等为特色案例,积极探索高校治理的制度建设,较为深入地思考并探讨了制度的开放观、大局观、道德观、文武观、"三信"观等在高校治理中的价值导向,以期为新时代高校制度建设提供借鉴与参考。

The system construction of colleges in the new era is a significant mission for the reform of higher education in our country to enter the stage of 'interior decoration'. It is also a fundamental project on daily routine, as well as a conscientious project with fairness and justice. By explaining the innovative practice and approaches of Jiangsu College of Nursing’s system construction and taking the special case featured with the Party leadership, four-wheel driving cohesion;openness, emulating the top;cultural construction, this paper actively explores the system construction of college governance, and deeply considers and discusses the system’s values orientation of openness, comprehension, morality, civilization,discipline, ' three beliefs' and the like, to provide a sample and reference for the college system construction in new era.
