纵观中国协商民主六十多年的发展历程,基层协商民主作为我国民主政治在基层的重要实践形式,经历了执政党关于协商理论的早期探索以及国内学者对其的学理译介,在充分吸取西方民主理论有益经验的基础上开始进入公众视野。特别是党的十八大以来,随着协商民主理论与实践活动的纵深发展,基层协商在实践形式、协商载体、治理格局等方面皆取得创新性成就和突破性发展。此时,总结已走过的路,借鉴他人走过的路,对于未来能够走好自己的路具有重大意义,这就要求我们在发展过程中始终坚持以提升民主质量为旨归、以优化社会治理为方向、以明确法律制度为保障,为基层协商民主进入新的更高的发展阶段保驾护航。

Throughout the development of Chinese deliberative democracy more than 60 years,deliberative democracy at the grass-roots level as an important practical form of democracy at the grassroots level in our country,the ruling party early exploring theories about negotiation and domestic scholars on the theory of translation,in fully absorbs the western democratic theory on the basis of beneficial experience into the public eye.Especially since the 18th national congress of the communist party of China(CPC),with the in-depth development of deliberative democracy theory and practical activities,grass-roots consultation has made innovative achievements and breakthroughs in practical forms,consultation carriers and governance patterns.At this point,the summary has path,draw lessons from others the road,the future can go his own way is of great significance,this requires that we always adhere to in the process of development in order to enhance the democratic quality purpose to gauge,to optimize the social governance as direction,in order to make clear the legal system to protect,for the development of the deliberative democracy at the grass-roots level to enter the new and higher stage.
