网络技术的发展及网络出版物的激增使得传统图书馆已不再是信息资源的主要拥有者及提供者。新型的网络信息交流机制正在形成。图书馆只有改变观念 ,积极研究和开发利用网络出版物 。

Traditional libraries are no longer the main holders and providers of information resources due to the development of network technology and sharp increase of online publications. A new network information communication system has come into being. So, only by changing ideas, positively developing and using online publications, can librarians meet their new requirements.
