客观分析高成本给企业带来的危害,重点分析推高企业成本的外部因素,指出降低成本要靠企业和政府共同努力,并就政府降低制度性、政策性成本提出了加快涉煤税费调整、降低融资成本、减免环保费用、协调"三供一业"移交、审慎推进保护区矿权清理等对策建议。

This paper analyzed the harm caused by high cost to enterprises objectively,focused on analyzing the external factors that push up the cost of enterprises,and emphasized that reducing costs depends on the joint efforts of enterprises and governments,and put forward some suggestions for the government to reduce the institutional and policy costssuch as speeding up the adjustment of coal-related taxes and fees,reducing financing costs,reducing and exempting environmental protection costs,coordinating the transfer of'three supplies and one industry',and prudently promoting the cleanup of mining rights in protected areas.
