要使政府采购有效进行 ,必须遵循政府采购的原则 ,这些原则包括 :公开、公平、公正的原则 ;有效竞争的原则 ;防腐倡廉的原则 ;物有所值的原则 ;国内产品优先的原则 ;推动国内竞争 ,促进产业发展的原则 ;维护公共利益的原则。要加大宣传力度 ,制定法律法规 ,加强监督 ,才能保证遵循政府采购的原则。

We have to follow the principles of government purchase so that the process of purchase can be ccrried out efficiently.These principles includes principle of openness,fairness and justice,principle of efficient competition,principle of avoiding corruption, principle of being worthwhile,principle of priority for domestic products,principle of promotion of the domestic competition and of maintain the public benefits.In order to follow all of the rules above,we have to give more publicity to them,constitute more laws and regulations and enhance the supervision at the same time.
