On Management of National Capital (Assets) from the Perspective of Public Finance Theory

公共财政理论是当代经济学中用以说明政府机制应该如何运作和实际如何运作的基础理论。而国有资产的产生、发展和管理的实况在根本上又取决于政府机制所承担的职责,随着政府职能的变化而变化,因此用公共财政理论来考察国有资产管理不仅是可以的,而且是必须的。

Public finance theory is the basic theory of temporary economics which illustrates how the government institution should revolve and how it revolves in practice. The production, development and management of national capital (assets) is decided by the function assumed by the government and changes with the change of government function, so it is not only possible, but also necessary to inspect the management of national capital (assets) with public finance theory.
