摘要
为深入探究环境规制对全要素碳排放效率的政策效应,本文运用DEA-Malmquist指数法对2000—2015年我国28个省(市)的全要素碳排放效率进行分解,并采用门槛面板模型分别研究环境规制、经济发展水平、人力资本对碳排放效率的影响。结果表明:碳排放效率的提升离不开技术进步和技术效率的共同作用;环境规制、经济发展水平、人力资本对碳排放效率均存在不同程度的门槛效应。
In order to delve into the policy effect of China’s environmental regulation on total factor carbon emission efficiency,the paper used the DEA-Malmquist index to decompose the total factor carbon emission efficiency in 28 provinces from 2000 to2015,and explored the influence of environmental regulation, economic development level and human capital on carbon emission efficiency respectively by applying the threshold panel model. The research results reveal that,the improvement of carbon emission efficiency relies on the joint effects of technological progress and technological efficiency. Environmental regulation, economic development level and human capital all have varying degrees of threshold effects on carbon emission efficiency.
