Return economy is essentially based on the regional and local linkages driven by the government- led policy,relying on business associations as a dialogic platform,which focuses on the return development of the large- scale enterprises with a competitive force and developmental strength. Under the support of the government's industrial policy and by virtue of return economy,the private enterprises participate in regional economic integration and development,promoting the transformation and upgrading of local industrial clusters,and finally achieving the cross- regional enterprises' resources integration. Shaoxing's private entrepreneurs' economic rationality considerations and the entrepreneurship are the internal dynamic of the return economy development. Entrepreneurs' rational thinking of return development mainly manifests itself in the further growth of their enterprises,getting the market resources,labor resources,investment environment,local government and industrial development policy support.
