系统地阐述了科学技术与科技人才对西方工业革命的巨大推动作用,分析了我国自14世纪之后由盛至衰的原因,指出在现阶段我们必须加强国防建设,重视科技发展和人才利用。

This paper expounds systematically the huge promoting action of sci- tech and sci- tech talents on the western industrial revolution, analyzes on the reasons why China went from prosperity to declining after 14th century, and points out that in present stage we must strengthen national defense construction and pay attention to sci- tech development and talents utilization.
