In view of the international economic developing trend,the article gives a concrete analysis of the problems in the development of our high and new tech industry from its general conditions. It finds out the 'Barrier' in the development of the high and new tech industry.After analysis of its existing reasons,the solutions to Our Country's existing problems are found by using the successful experience of other countries and combining with our Country's Conditions.
