德治与法治是构建现代政治实质内容不可或缺的两大支柱,强调坚持德治与法治的基本方略关键在于党,以"三个代表"的要求规范各级领导干部,是现代政治的社会主义形式在当代中国的表现形态,也是现代政治最终的理性归宿。

Ruling by law and ruling by morals are both the key points for structuring the content of modern politics in nature. What has to be insisted strictly is the ruling line of unifying ruling by law with ruling by morals in both theoretical and practical sides. The key point for highlighting ruling by morals and the combination of ruling by morals with ruling by law will only be found in the party. Restricting and standardizing the behavior of all the cadres in each class with 'three representative' theory can be considered as the representational form in today's China of the modern socialist politics and the final target of modern politics.
